Unless you're fooling around with Console Command Cheats, don't waste your precious special ammo on anything less than a boss-level threat or Deathclaw. Mini Nukes, Cryo charges, and other specialized ammunition are super-rare.

Some of the best moments in the game are tucked away in the enormous Side Quest structure. You still gain the statistical bonuses that each SPECIAL attribute provides, but you may want to avoid pushing your stats above 8 during character creation if you're truly hoping to minmax your Perk structure.
It's totally possible to have a Perception of 11, yet Perk levels max out at nine.
